Job Description:

To ensure the implementation of SHE policies, procedures, standards and SHE management City of Johannesburg

Job Responsibilities:

  • Provide technical knowledge in the development of the city wide COJ Group SHE strategy complaint with international/national standards and best practices and complying with SHE legislation and leading of the City of Johannesburg toward total compliance as the leading Municipality country in terms of SHE;
  • Develop all o\Occupational Safety, Policy and Standard Operating Procedures for the City of Johannesburg in line with recognized national and international best practices;
  • Effective and efficient management of SHE in COJ Group;
  • Organize and synergize the various disciplines within SHE;
  • Lead the various process internally and externally connected to SHE;
  • Manage change in these business process and train line management and staff in best practices in terms of SHE;
  • Provide inputs on Budget to address Occupational Safety requirements and needs;
  • Prepare, monitor, control and review the annual operational and the capital budget for SHE so that the directorate objectives are achieved within approved budget in terms of the Municipal Finance Management Act and Financial Policies and Procedures;
  • Create, manage and maintain a highly professional team of SHE specialists and ensure re-skilling in terms of the latest challenges within organization and SHE;
  • Create and maintain procedures and mechanisms to control the activities of subordinates;
  • Manage staff in terms of the COJ Performance Management System to ensure that SHE manages its business process in an organized and structured manner whilst acknowledging the value of innovative thinking;
  • Efficient and effective management of the CoJ Group’s SHE programmes, to minimize accidents and incidents and the impact on the environment, to establish a safe working environment, to promote safety awareness, to optimize safety throughout the service and to comply with statutory requirements..

Job Requirements:

  • Ability to work under pressure and produce accurate reports within limited timeframes;
  • High degree of interpersonal skills to interact with all levels of staff and external stakeholders;
  • Ability to produce documents of a high quality.
  • Relevant Bachelor’s degree in in Occupational Health and Safety or Environmental Health or Occupational Hygiene or Safety Management or equivalent qualification (NQF level 7);
  • SAMTRAC Certificate;
  • ISO 18001 Certificate;
  • 7 – 9 years in a local government working environment with exposure to all basic discipline of health, safety and management;
  • Thorough knowledge and at least 5 years’ experience in the middle management of a highly strategic department; and
  • Budgetary control and management of staff as well as Local Government exposure.
